This page is something of a troll, but it is true.

Neptune > Mars > Venus > **Jupiter** > **Saturn** > Mercury > **Pluto** > **Uranus** > ***Terra*** > Neptune

Bolded robots are in the second half of the game. As such, it is true you cannot use only weakness order.
